Existing assessment tools have been designed primarily as tests with strong psychometric properties, but they lack the ability to attract a wider audience and garner their interest in aviation roles. To complement existing assessment tools, coupled with the expansion of technology today, we seek an assessment tool to increase market capture in a more engaging manner while selecting for potential aircrew.

What We are Looking For

• Web-hosted tools/Mobile apps that allow candidates to learn about various aviation-related roles (e.g., pilots, ground-based air traffic/remotely piloted drone controllers):
• Solutions should preferably be in the format of a game that can measure psychological attributes. Examples of psychological attributes can include the following:
• Psychomotor: Coordination, Accuracy
• Cognitive: Spatial reasoning, Perceptual processing, Situational Awareness, Communication
• Non-Cognitive: Motivation, Resilience, Decision-making, Ability to remain calm under pressure
• Ability to provide quantifiable data (e.g., reaction time, para-data) and analytics to generate insights and recommendations (e.g., inform on the types of candidate profiles that are most predictive to training success for specific aviation roles)

Your Technology Solution Should Demonstrate

• Ability to attract and engage candidates. It should be easy to use with clear goals and progress feedback for the candidates
• Ability to accurately collect and assess candidates’ psychological attributes using validated and evidenced-based methods
  
• Ability to identify candidates with positive attributes for the various aviator roles
  
• Low-latency with data hosted on a cloud-platform
  

• The provider shall work with the users to customize and finalize the content and assessment format, including the psychological attributes to be measured
• The solution shall be administered on at least 200 trial participants over a period of 3 to 6 months. The provider shall troubleshoot any issues during the trial period
• The solution shall be administered via the trial participants’ own devices at their own premises
• The provider shall provide the technical manual on how the test would be administered and the scoring system of the test
• The provider shall provide the data and work with the users to analyse the results from the trial, including providing reports with insights from the trial
• The provider shall preferably conduct surveys with the trial participants to elicit feedback on their experience

What We are Not Looking for

• Solutions with poor mechanics, dynamics, and aesthetics
• Solutions that have high barriers to entry (e.g., require specific hardware beyond consumer laptops and/or mobile phones)
• Solutions that cannot be applied or customised to an aviation context
• Tech solutions that have poor ability to measure psychological attributes

Context

Water leakage, especially when it occurs silently (without noticeable sounds or visible signs) and goes undetected, can contribute to significant waste, property damage, and increased utility cost. We are seeking innovative, cost-effective solutions that can proactively identify leaks in near real-time, minimise water loss, and prevent building damage.

What We Are Looking For

• Non-invasive water detection solutions that can cost-effectively and quickly detect water leakage
• Solutions that are applicable for both above and underground settings in a network of water distribution lines for a building cluster
• Solutions that do not require water pipe flushing and manual efforts to perform detection
• Solutions that provide real-time or near real-time responses

Key Metrics

• Early Detection Rate – How quickly the system identifies leaks
• Accuracy – The solution must reliably
  (i) detect leaks, minimising false positives and negatives and
  (ii) locate the approximate source of leak
• Cost-effectiveness – The implementation and maintenance cost should be reasonable and price-competitive

Your Technology Solution Should Demonstrate

• Ability to continuously monitor water flow within pipes, fixtures, and equipment
• Ease of set up/installation and compatibility with existing plumbing infrastructure, with low maintenance requirements (above and underground conditions across terrains)
• Detection of deviations from normal flow patterns to identify leaks and ability to either locate, analyse, or predict the source of leaks
• Real-time or near real-time monitoring and communication to relay alerts to operators

Trial Specifications

• The trial shall be implemented on an existing water network serving a cluster of 5 buildings (ranging from 6-10 storeys, with an average of 4 toilets per storey and 6-8 cubicles per toilet) with accessible valve pits along the underground piped networks.
  
• Total length of the piping network is estimated to be around 2km.
• Materials of water pipe may include the following:
  (i) Ductile iron cement-lined pipes for outdoor/underground pipes
  (ii) PEX/Cross-linked polyethylene pipes, stainless steel pipes, copper pipes for indoor pipes
  
• Underground pipes may be concrete-haunched, and typically laid ~1-2m below ground surface level depending on site constraints
  
• Typical water fixtures and equipment include toilet fixtures (e.g., WC, taps, hoses) water reticulation pumping system, cooling towers, etc.
• Solutions shall incorporate measures to ensure cyber safe operations, and a security implementation plan shall be submitted.
  

What We are Not Looking for

• Labour-intensive solutions and basic methods like visual inspections or audible leak detectors (e.g., noise loggers/correlators)
  
• Solutions requiring complex installations and extensive modifications to existing plumbing systems
  
• Solutions disrupting the operational use of potable water as a result of their installation

Context

Large clusters of buildings consume significant amounts of energy and resources. Optimizing their performance efficiencies not only reduces operational costs but also contributes to sustainability goals. However, monitoring and improving these efficiencies pose challenges due to the scale and complexity of the systems involved. We are seeking innovative solutions that can effectively track, analyse, and improve energy and water usage, as well as air quality within these large building clusters.

What We are Looking For

• Cost-effective and innovative solutions to improve the efficiency of existing building infrastructure and facilities.
  

Key Metrics

• Building Health Status Monitoring - To monitor the building’s systems/equipment operations remotely and centrally, and track the building’s indoor environmental quality (IEQ) conditions
• Resources efficiency Optimisation – To optimise building operational performances so as to reduce resources consumption in a cost-effective matter, while optimising IEQ
  
• Fault Detection and Performance Optimisation - To detect anomalies, provide early warning for faults detection, enable predictive maintenance, and prompt ways to optimise existing systems to reduce resource consumption

Your Technology Solution Should Demonstrate

• Ability to integrate with existing building infrastructure and systems consisting of a mix of:
  (i) complex buildings with building management systems, and
  (ii) simple standalone low-rise buildings without any existing building management systems, monitoring and sensor devices
  
• Ability to monitor, track and trend existing developments’ energy consumption within the cluster
  
• Ability to monitor and collect real-time data of mechanical and electrical services in the buildings, and display the performances through an interactive dashboard:
  (i) Display an overview of premises monitored, real-life building performances (energy usage, water consumption, air quality) at building level, system performances efficiencies, and field equipment and assets monitored
  (ii) Measure, track/trend and display IEQ through monitoring devices or sensor equipment to show general indoor factors affecting occupant's comfort - i.e thermal, air quality, acoustic, lighting conditions
• Optimization strategies for enhancing building efficiencies that incorporate advanced analytics solutions, particularly non-rule-based approaches (such as machine learning algorithms)
• Ability to perform back-end analytics to diagnose health of systems and trigger alerts when indoor environmental conditions are beyond recommended range, identify faults and suggest optimisation strategies to improve inefficiencies of existing systems
• Ability to integrate with or support energy harvesting and renewable energy generation within the cluster
  
  

Trial Specifications

• The trial shall be implemented in a cluster of 3 buildings (ranging from 6-8 storeys per building)
  
• Gross Floor Area (GFA) per building is estimated to be 5,000 square metres.
• Existing buildings are mainly mixed-use buildings with a combination of functional spaces - offices, pantries, common areas, toilets, workshops etc.
  
• Typical M&E systems installed in the building includes:
  • HVAC system (unitary system, chiller plants)
  • lighting system
  • pumps
  • lifts
  • water tanks
  • roof-top solar photovoltaic cells etc.
• Solutions shall incorporate measures to ensure cyber safe operations, and a security implementation plan shall be submitted.

What We are Not Looking for

• Solutions that require massive financial investments or disrupt existing building operations
• Aesthetic improvements without tangible environmental benefits
  
• Short-term fixes that lack long-term sustainability considerations
  

Context

Small controlled items such as ammunition rounds are stored in ammunition boxes with lot no. indicated, particularly for those of 5.56mm. These items will be configured to the exact quantity indented by the users. We need to ensure the correct quantity, lot no. during every issuance and return, as well as during stock take. The administration process requires extensive man efforts and is very time consuming.

What We are Looking For

• We are looking for a portable tech solution which can reduce manpower efforts and time when performing accounting of these items. The solution must be able to identify and record the quantity and lot no.. The design of the solution shall consider Hazards of Electromagnetic Radiation to Ordnance (HERO) as the solution will be used in hazardous ammunition storage site.

• Solution will be trialed in various scenarios to vary no. of rounds and lot no., with each scenario repeated for at least 3 times
• Solution must be able to output time taken to compute the quantity and lot no.

A briefing session to further explain the trial would be conducted (date will be advised). Participants who have initiated applications would be invited to attend.

What We are Not Looking for

• Bulky solutions requiring extensive manual efforts to operate
  
• Solutions under development and are not intrinsically safe to be used in ammunition storage areas
