Context

Current Maritime Pattern of Life (MPOL) analysis relies on fusing open-source and sensor data (AIS, Synthetic Aperture Radar, Electro Optics, Proprietary Datasets, etc.) and clustering to define normal behaviour and flag basic anomalies in vessels.

While existing methods effectively fuse open-source and sensor data to identify standard vessel behaviours, this challenge aims to further advance data fusion by integrating broader contextual indicators (global economic trends, macro-level logistical data, etc.) to effectively identify potential shadow fleet vessels. These vessels often operate in the "grey zone," utilising sophisticated AIS spoofing, frequent name/flag changes, and illicit ship-to-ship (STS) transfers to bypass international sanctions.

Through this challenge, we are seeking novel data analytics and methods to improve maritime domain awareness, build resilient patterns of intent, to enhance maritime security and safeguard shipping lanes through innovative, non-intrusive data synthesis.

What We Are Looking For

• Novel techniques to accurately identify and predict possible shadow fleet vessels in major shipping lines (up to 1600nm from Singapore to water depth of 200m below mean sea level).
• Novel solutions or methods to ingest and fuse data from various sources (open-source, Electro Optics) to identify anomalies and form predictions.
• Relevant proprietary datasets to detect MPOL of shadow fleet vessels.

What We Are Not Looking For

• Solutions that rely solely on historical data to provide predictions.
• Solutions that utilise common methodologies including: real-time vessel monitoring, anomaly detection based primarily on AIS and satellite data fusion, vessel behaviour profiling, risk scoring, geofencing, conventional sanctions/compliance screening, or off-the-shelf behavioural analytics models.

Context

Autonomous vehicles typically rely on sensors such as cameras and Light Detection and Ranging (LiDAR) systems to detect obstacles and generate maps. However, sensor performance can degrade when obscured by heavy rain, dense smoke, or dust clouds.

What We Are Looking For

Innovative portable kits that can be integrated with autonomous vehicle to enable safe on and off-road navigation in all weather conditions.​

• Ease of integration with envisaged autonomous vehicles.

Your Technology Solution Should Demonstrate

• Operation in on-road and off-road terrain, especially under low visibility.
• Where applicable, design modularity and architecture to support integration with various platforms and perception / autonomy solutions.
• Partial hardware or software solutions that help mitigate the effects of low visibility conditions (e.g. sensors that may see through heavy rain) may also be considered.

Trial Specifications

• To propose a scope to showcase tech capabilities and key metrics mentioned above.
• Solution will be integrated onto a vehicle (to be furnished) for up to 6 months; company to provide on-site testing not lasting more than a week.

What We Are Not Looking For

• Immature solutions requiring significant development efforts.

Option Cost

• Unit and total costs based on the number of units: < 25, 25 to 50.
• Cost to integrate solution onto a vehicle (to be furnished).

Context

With increasing energy demand to support electronics equipment in the field, there is a need for new energy storage to minimise logistical burden.

What We Are Looking For

We are seeking solutions in energy storage:

• Slim, manpacked, rechargeable high‑energy storage devices exceeding 150 Wh.
• Solutions that can be recharged from various sources (e.g. solar, vehicle, AC mains).

Key Metrics

• Energy density (Wh/kg).
• Power charge / discharge rate.
• Cycle life.
• Size, weight and cost.

Your Technology Solution Should Demonstrate

• Ability to provide power of 11 V to 16.8 V carrying max 5A discharge current to devices.
• Easy and safe to carry, operate, maintain and dispose.

Trial Specifications

• Your submission should include the relevant data sheet, lab results, certifications and deployment track records.
• The trial should include the resources required to customise into a slim, manpacked form factor (if necessary) and validate the solution (e.g. discharge performance) in a hot humid environment with an accredited lab.

What We Are Not Looking For

• Incremental lithium-ion improvements, or diesel generator based system.
• Solutions requiring significant development efforts or external resources.

Option Cost

• Tiered pricing based on different order quantities (e.g. 100, 500, 1,000).

Context

With increasing energy demand to support electronics equipment in the field, there is a need for new power generation solutions to minimise logistical burden.

What We Are Looking For

We are seeking solutions in power generation:

• Small, portable, quiet, field deployable power generating units exceeding 2 kW continuously for over 12 hours.
• Solutions that combine multiple sources (e.g. solar, biofuel, gas) for continuous field power.

• Power output (kW).
• Noise level.
• Size, weight and cost.

Your Technology Solution Should Demonstrate

• Ability to achieve power output continuously for 12 hours.
• Easy and safe to transport, operate and maintain​​.

Trial Specifications

• Your submission should include the relevant data sheet, lab results, certifications and deployment track records.
• The trial should include the necessary resources required to validate the solution (e.g. cyclic load endurance) in a hot humid environment with an accredited lab.

Maritime assets in tropical climates face accelerated corrosion from constant salt and humidity exposure. Current corrosion management relies on labour-intensive, energy-inefficient methods with short lifespans.​​

Novel corrosion resistant and protection technologies delivering durability, energy efficiency, and retrofit compatibility for assets in harsh maritime environments. ​

Trial Specifications

• Phase 1: Demonstrating efficacy through accelerated laboratory testing or controlled exposure on sample surfaces, supported by an evaluation report from a certification body.
• Phase 2 (upon successful completion of Phase 1): Onsite deployment and evaluation on selected infrastructure exposed to maritime conditions​.
