Context
As technological capabilities become increasingly digitalised and automated, there are attendant systems engineering implications that are not well addressed by conventional systems engineering programmes. Such implications include the impact on Verification and Validation frameworks, the need to allow rapid iterative technology developments, fast-cycle updating of systems and real-time representation of system changes.
We are seeking learning solutions that enable defence personnel (e.g. operations managers, programme managers of large-scale complex programmes) to apply digital systems engineering competencies to address large-scale complex problems through actual case studies, drawing on the latest technological advances.
What We Are Looking For
- Learning solutions, in the form of short courses, to continually upskill in-service defence personnel in digital systems engineering. The learning solutions should provide opportunities for participants to collaborate on solving real-life problem statements with leading digital systems engineering experts in major dual-use technology firms, start-ups and academia.
- Providers with relevant experience in digital systems engineering, and can actively incorporate relevant insights and best practices from actual case studies involving large scale digital systems.
Key Metrics
- Relevance and scope of proposed learning solution, with consideration of scalability across different learner levels (introductory to advanced)
- Professional standing and industry/academia/government networks of proposed learning solution provider
- Technical expertise and professional experience of proposed instructors from industry/academia/government
- Plans/ approach for continual review with learning solution provider on changes to curriculum/instructors for future runs to incorporate operational advances; and keep up with external developments in industry/academia/government
Your Proposal Should Clearly Explain
- How the learning solution is relevant to the digital systems engineering training needs
- How the learning solution is feasible to implement for defence personnel
- Where relevant, how the learning solution has helped to support the digital systems engineering training needs of other defence establishments or relevant comparable entities in industry/research
Course Specifications
- The provider should propose a modality for trial implementation of the proposed learning solution. The course is targeted at up to 30 participants for each run. The provider should propose a suitable course duration not exceeding two weeks.
- This trial phase - of up to one year - will support evaluation for potential future collaboration. During the trial phase, we may furnish further information on specific operational, technological or training constraints that will need to be addressed. These may include specific problem statements that participants may be looking to address, technologies to incorporate for training, and availability of personnel.
What We Are Not Looking For
- Learning concepts which need significant development and time to realise a working solution
- Standalone training or learning management systems that only provide academic knowledge
- Research studies on academic topics

- Subscription cost of the learning solution for implementation over the longer term (1-5 years)
