1) What is Cap Vista's relationship with the Singapore government and its role in this Solicitation?
A: Cap Vista is a subsidiary of the Defence Science and Technology Agency (DSTA), a statutory board of the Singapore government, governed by the Singapore Ministry of Defence (MINDEF). MINDEF is leveraging the Cap Vista Accelerator platform to host this solicitation.

2) Is there a preferred modality or timeline for this course?
A: As this is a new endeavour, we prefer not to be prescriptive at this stage. Our aim is to engage experts already working in this field to guide our development.

3) What are the main evaluation criteria for the course?
A: We’re focusing largely on relevance in meeting our needs. In our evaluation, we will place emphasis on track record of the provider, richness of relevant case studies that will be shared during the course.

4) What is the expected duration and format of the course?
A: We’re currently looking at a 1–2 week (5 to 10 working days) format. However, we’re open to longer durations if the proposed course content justifies and exploring different delivery modalities (e.g. a series of courses to cater to different levels of proficiency).

A: The learning solution is designed for project managers with 5–10 years of working experience in development of system architectures, project management of large-scale defence projects, and software development. They typically hold at least a bachelor’s degree in science or engineering.

6) Is there a preference over university or training company offerings?
A: Our preference is for proposals from universities, as there could be opportunities for follow-on collaborative research between our universities.

7) What are the plans for piloting and scaling the course?
A: We intend to start with a pilot to assess relevance and usefulness. The goal is to conduct the course regularly over several years, and we’re prepared to consider different course structures and formats.

A: By "large-scale software-defined capability development projects", we are referring to projects that involve the development of, for example, the next generation of air defense systems where its components such as sensors (e.g., radars) are software-defined.
