U.S.-Singapore Joint Challenge: Innovating Maritime and UAS Defense Solutions

Context

Proliferation of drones poses potential security and safety threats to ships and even people operating close to shore. There are also challenges to deploy counter drone solutions onboard ship.

What We Are Looking For

• Both at sea and ashore Counter Unmanned Aerial Systems (CUAS) solutions to detect, track, identify and disrupt drone threats in the littorals/coastal environment
• Cost effective solution

Key Metrics

• Detection and engagement range (preferably >1km)
• Tracking, identification speed
• False alarm rates
• Response time from detection to disruption (preferably <1min)
• Size, weight, and power (SWAP)
  
• Cost effectiveness

Your Technology Solution Should Demonstrate

• Ability to identify and track class 1 drones accurately and effectively with a short response time
  
• Ability to disrupt class 1 drones quickly
• Minimal man-effort required to operate the system

What We Are Not Looking For

• System that requires excessive manpower to operate
• Solution which is difficult to integrate

What to include in your tech and cost proposal

• Do propose a tech demonstration in a controlled environment (preferably at a harbour either at your facility or at our premise) in the first phase.
• You should provide solution that is able to eventually integrate on a ship for testing purpose and also be demonstrated ashore.
• Post successful tech demonstration in the first phase, we may request to loan the equipment for the trial to be conducted internally and to support integration efforts (including ElectroMagnetic Interference (EMI)/ElectroMagnetic Compatibility (EMC) testing) for subsequent seaboard trials.

Context

It is important to maintain pervasive data communications between small commercial drones (UAS Classification: US Group 1/2/3 or NATO Class 1) and their drone operators during Humanitarian Assistance and Disaster Relief (HADR) missions. We are seeking innovative solutions that enable resilient communication for small commercial drones like Parrot Anafi and Skydio X10.

What We Are Looking For

• Cost effective, resilient communication solutions that are small in dimensions and lightweight, which can be easily integrated into a small commercial drone.
• Stable data transmission from the drone to operator in a heavily contested and noisy Radio Frequency (RF) environment
• Data security and encryption
• We are also open to receiving innovative proposals that also allow for continuous navigation in GNSS-challenged environments as an additional feature

• Signal strength and stability

• Frequency bandwidth utilization based on commercially available frequency bands

Your Technology Solution Should Demonstrate

• Continuous transmission of video (not more than 3 sec in latency) in disrupted environments
• The ability to recover connectivity following any disruption in the communication link
• Ability to integrate with small drones easily
• Best industry practices of commercial-grade transmission and communications security

Trial Specifications

• You should provide a solution that is pre-integrated with a Commercial-off-the-shelf (COTS) small drones ready for testing purpose.
• Do propose a tech demonstration scope to showcase the tech capabilities as required in abovementioned sections.
• Post successful tech demonstration, we may request to loan the equipment on a monthly basis, up to 6 months. Do provide this loan cost under option cost.

What We Are Not Looking For

• Large SWAP solution
• Solution which does not integrate easily on small commercial drones
• Solution which does not allow resilient data transmission in a RF contested and congested environment
